In 1975, the Republic of Ruvila, established with Earth's assistance, designated a piece of land as the "Joint Development Territory" to express its respect for its allies. This territory served as a special development zone jointly constructed by the Entente, the Republic and the Union under the agreement. Nominally, the Joint Development Territory was also part of the Republic's territory, possessing a high degree of autonomy similar to the provinces within the Republic. However, its administrator was not the provincial council of other provinces, but rather the Joint Development Territory Management Committee composed of Earthlings.

In front of the Ruvila people, both factions were eager to present themselves as a united and cooperative force of "Earthlings." Building an Earth-style industrial system from scratch on an alien planet was an extremely difficult task and the Earthlings of the Joint Territory, in most cases, were indeed able to transcend factional, racial and ideological prejudices and work together harmoniously. This also meant that the Ruvila people generally could not clearly distinguish between Union members and Entente members, nor could they discern any differences in their industrial systems and ideologies.

Relying on the advanced technology and talent generously invested by the two major camps, as well as the local manpower and resources of Planet Nox, the joint development area was built into the main landing site for receiving interstellar deliveries from Earth, the only space launch center on the planet Nox and the most sophisticated and high-tech industrial center on the planet Nox.
